Main Function

The main function of the role is to support the OTC Clearing Programme Credit and Rates Workstream Technology team to define technology scope, build out common requirements and create coherent delivery plans across multiple technology teams. This role will own technology delivery front to back for OTC Clearing within a specific asset class.
The role will establish and manage project disciplines (i.e. common status reporting, planning, test approach, risk and issue tracking etc.), drive the development of the target state architecture and supporting technology teams to establish target clearing capabilities for each area.
The role will focus on three core areas for the OTC Clearing Programme:
1. Development of common technology requirements, approach and delivery plan for specific asset class (rates/credit).
2. Work with the program PMO function to ensure consistent approach between asset classes, scalability of platform and re-use of common components.

3. Work with senior operations, business and other internal functions to develop requirements, approach and ensure this is mapped into a clear technology approach and plan.

Person Requirements
Essential

• Degree
• Project Management experience (e.g. PRINCE II)
• Proven ability to deliver in matrix management environment without direct resource ownership.
• Experience in dealing with senior MD/D level stakeholders and in building strong relationships.
• Strong status reporting and communication for senior stakeholders
• Prior experience of project delivery in an investment bank
• Demonstrable experience leading technology delivery of greenfield projects.
• Strong knowledge of investment banking functions, minimum 5+ years VP+ level project management in capital markets firm
• Strong working knowledge and experience in working in front to back projects; sound understanding of middle and back office functions
• Fully competent with tools to support PM role – e.g. Project, VISIO.
• Strong data analysis skills and attention to detail
• Confident in dealing with senior management (Director level)
• Strong team player
• Proactive, able to act on initiative
• Able to multi-task and priorities
• Must have worked in and delivered within a matrix management environment
Main Duties

1. Provide overall technology leadership to Credit or Rates Workstream in the US; managing and engaging with front-to-back project reps and supporting core IT project management disciplines e.g.
• Creation of front to back technology program plan and key milestones.
• Ensuring creation of End 2 End architecture and working to ensure this fits with companys strategic IT model.
• Ensure creation of business, functional and technical requirements as needed to support program.
• Work with IT and operations teams to build out the test approach and overall testing plan
• Ensure that a robust delivery plan and launch plan is in place for IT and that support models are in place to meet the new business model.
• Support the IT leads in chasing and tracking specific actions and engaging with front-to-back representatives across the business to resolve.
• Create and manage a proactive program risk log and risk mitigation plan.
• Support status reporting and rolled up status input to central programme management governance forums
2. Provide support in the US to the overall Programme Management lead and Senior PMO for managing centralised processes for the Programme
• Support central programme management to engage with stakeholders in the US for core IT processes (e.g. budget development for the programmer, Top IT Projects)

• Specific delivery experience within clearing, settlements, margin/collateral, or treasury management

• Experience of delivering messaging solutions, use of messaging tools and languages (MQ, TIBCO, XML etc)
